대선이 끝난 후 When Leadership Fails: Reflections on Two Presidential Impeachments in South Korea

한국은 지난 십 년 동안 두 번의 대통령 탄핵이 있었다. 두 번 다 대통령의 임기가 다 하기 전에 새롭게 대통령을 뽑았다. 두 번의 탄핵은 모두 보수 정당 출신이고, 새롭게 된 대통령들은 진보 정당 출신이다.
최근 탄핵된 전 대통령의 삶의 행보는 가히 정석에 가까울 정도이다. 명문 고등학교 출신에 서울대를 나와서 사법고시를 합격하고 검찰총장이 되었고 대통령이 되었다. 소위 ‘입신양명’이라고 하는 말에 걸맞게 엘리트 코스를 통해 대통령이 된 경우이다.
자식을 키워보면 알 것이다. 자식을 고등학교를 졸업시키고 나서 부모들은 대개 한숨을 돌린다. 물론 그 자식이 명문대를 가면 더할 나위 없이 기분이 좋을 것이다. 어찌되었든 부모의 사명은 자식을 잘 키우는 것인데, 그 말에 부합하게 자식을 잘 키웠다면, 부모는 스스로 인생을 잘 살아왔다는 생각을 할 것이다. 하지만 사람의 인생이 열 아홉 살에서 끝나지 않는다. 그 이후의 다양한 사회적 경험 속에서 지식은 물론 철학이 생긴다. 자식을 낳아서 교육을 시키는 것은 부모의 의무지만, 그 자식이 이제 나이가 차서 문 밖으로 나올 때에는 더 이상 부모의 의무는 사라지고 만다. 열 아홉이 되면 어린 어른이 된다. 그리고 어른이 되는 것에 대해 계속 물음표를 던지면서 평생을 살아간다.
대통령을 뽑는 것은 국민이라는 인간이 하나의 인간에 대한 신뢰를 던지는 순간이다. 그리고 대통령 임기 내내 그 신뢰를 검증한다. 대통령은 그 받은 신뢰에 대해 증명해야 한다. 대통령은 경험과 지식과 철학과 리더십까지 있어야 한다. 대통령은 인간이지만 국가라는 보이지 않는 거대 권력 기관을 대표한다.
우리는 인간이기에 인간인 대통령을 뽑는 과정 속에서 참 많은 고민들을 한다. 대통령도 같은 인간이기에 이 삶이 당연히 처음일 것이고 정책 하나하나에 의문을 던질 것이다. 사람들과 부딪힐 것이고 의견을 굽히기도 관철시키기도 할 것이다.
대통령이 이렇게만 한다면 큰 걱정은 없을 것이다. 하지만 인간은 항상 어느 순간에서는 어느 부분에서는 미숙하기에 어려운 상황들이 생긴다. 그렇다면 인간의 대통령이 차라리 인간적이기보다 합리적 기준을 따라가 주었으면 좋겠다. 합리적인 기준이라는 말이 모호하지만 어쩌겠는가. 전대통령은 불합리한 행동으로 탄핵되지 않았는가.
In the past decade, South Korea has witnessed the impeachment of two presidents—both from conservative parties. In both cases, the impeachments occurred before the end of their terms, and the country elected new leaders from progressive parties. These dramatic political events reveal not only the fragility of leadership but also the deep expectations that citizens place on those they elect.
The most recent impeached president followed what could be described as the "model path" to success in Korean society. He graduated from a prestigious high school, attended Seoul National University, passed the national bar exam, became Prosecutor General, and ultimately rose to the presidency. His life story embodies the ideal of ipshin yangmyeong—a Confucian notion of achieving success and honor through personal excellence and public service.
Parents who have raised children will understand a certain truth: once a child finishes high school, there is a sense of relief. If that child goes on to attend a top university, the joy is even greater. Many parents view raising a successful child as a testament to their own lives. However, life does not end at nineteen. It is in adulthood—through work, social interactions, and challenges—that one forms not just knowledge but also character and philosophy. A parent’s duty is to raise and educate their child, but once that child becomes an adult and steps out into the world, the parent’s role diminishes. At nineteen, a child becomes a young adult, and the process of becoming fully adult continues for a lifetime—through endless questioning and growth.
Choosing a president is an act of national trust. It is the moment when a people place their hope in a single individual, and throughout the president’s term, that trust is tested. A president must demonstrate not only competence but also depth of experience, wisdom, leadership, and a guiding philosophy. Although a president is merely human, they are entrusted with the representation of the vast, abstract authority we call the state.
Because we are human, choosing a human leader is inherently complicated. A president faces every moment and every decision for the first time. They will question their policies, clash with opposition, concede on some points and stand firm on others. If a president simply fulfills these responsibilities with humility and integrity, there is little reason for concern.
Yet humans are fallible. Presidents, like all people, will inevitably face moments of immaturity or error. In those moments, it is crucial that they follow rational, ethical standards. While the term “rational standard” may seem vague, its necessity becomes clear when it is absent. After all, wasn’t the former president impeached precisely because of irrational and unjust behavior?
